Mr. José Carlos Quadrado

BSc, MEng, MSc, PhD, DSc, Habil., SEFI Fellow, iPEER

Prof. Dr. José Carlos Quadrado is a leading international authority in engineering pedagogy and the current President of the European Network for Accreditation of Engineering Education (ENAEE). An electrical engineer by training, he has an outstanding academic and leadership career, and also serves as President of ENTER, the global network that certifies the engineering educator profession, as well as President of the International Division of ASEE (USA). A former President of LACCEI, IFEES, and ASIBEI, Prof. Quadrado has played a key role in strengthening accreditation agencies and academic networks across Central Asia, Africa, the Middle East, and Latin America. His research and project leadership span renewable energy, electric vehicles, and intelligent control systems, resulting in over 150 scientific publications and several patents. Among his many distinctions are the Pedro I Medal (AEER, 2017), the LACCEI Academic Merit Award (2014), the Medal of Honor of the Italian National Council of Engineers (2022), and the Kazakhstan Medal of Merit in Higher Education (2024).

 

  

Mrs. Claire Peyratout

President, Cti

Claire Peyratout was elected President of the Commission des Titres d’Ingénieur (CTI) in July 2024. Before this appointment, she served as Deputy Director of ENSIL-ENSCI at the University of Limoges since 2017. An engineering graduate from ESCOM (École Supérieure de Chimie Organique et Minérale, 1991), she earned a Master of Science (1992) and a PhD in Chemistry-Biology (1994) from Purdue University (Indiana, USA), followed by a Habilitation à Diriger des Recherches (HDR) in 2011. From 1996 to 2003, she worked as a Research Associate at the Max Planck Institute in Potsdam, Germany. She then joined the Groupe d’Études des Matériaux Hétérogènes (University of Limoges / ENSCI) as a Project Manager. She served as Associate Professor at ENSCI from 2005 to 2011, before becoming a Full Professor. Since 2012, she has been a member of the French National University Council (CNU), Section 33 (Materials Chemistry), and since 2008, a board member of the CTMNC (Centre Technique des Matériaux Naturels de Construction). From January 2015 to January 2017, she was Director of ENSCI, leading the merger that created ENSIL-ENSCI. Her research focuses on the development of hybrid and/or textured materials and on understanding physicochemical interactions at interfaces. She has authored over 40 papers in international scientific journals and three book chapters.

 

 

Mr. Rachid Hilal

Director of ANEAQ

Dr. Rachid Hilal is the Vice President for Academic Affairs and Development at Chouaïb Doukkali University (UCD) in El Jadida and currently serves as the Director of the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research (ANEAQ) in Morocco. A distinguished academic and researcher, he has contributed extensively to the fields of semiconductor physics, information and communication technologies, and higher education governance. Through his leadership roles, Dr. Hilal plays a key part in strengthening Morocco’s higher education system by promoting a culture of quality, transparency, and continuous improvement. 

 

Mr. Mohamed El Wafik

Director of AIAC

Dr. Mohamed El Wafiq is an expert in educational leadership, training engineering, and digital transformation in education. Director of the Mohammed VI International Academy of Civil Aviation, he has extensive experience in training civil aviation engineers and related fields. His background, supported by business intelligence, combines technical teaching (ENSET Rabat), training engineering (University of Lille), business intelligence and decision-making projects (Grenoble School of Management), and science and technology in education (Hassan II University). His research focuses on educational leadership and the institutional performance of training establishments.

 

 

Mr. Omar Oussouaddi

Director of ENSMR

Mr. Omar Oussouaddi is the Director of the École Nationale Supérieure des Mines de Rabat (ENSMR), one of Morocco’s most prestigious engineering institutions specializing in mining, energy, materials, and industrial engineering. Under his leadership, ENSMR has strengthened its position as a center of excellence dedicated to training highly skilled engineers aligned with national strategic priorities. His vision emphasizes innovation, sustainability, and the integration of research with industrial needs. Through events such as the “Mines Rabat Enterprises Forum,” he promotes dialogue between academia and the private sector, ensuring that graduates are equipped to contribute to Morocco’s industrial and technological development.

 

Mrs. Najoua Essoukri Ben Amara

Director of the  ENISo

Professor Najoua Essoukri Ben Amara is the current Director of the National Engineering School of Sousse (ENISo), a position she has held since September 2024 and previously from July 2008 to July 2011. She also served as Director of the Doctoral School “Sciences & Engineering” from its launch in in October 2022 until January 2025. As a founding member, she led the research unit “Advanced Systems in Electrical Engineering” (SAGE) from its creation in 2011 until its transition to the Laboratory of Advanced Technology and Intelligent Systems (LATIS) in 2017, where she continued as Director until 2022. Her research interests include pattern recognition and computer vision, with applications in document segmentation, biometric recognition, computer-aided diagnosis, and multi-object detection and monitoring. Professor Essoukri Ben Amara has built a strong national and international presence. She has chaired several national committees, organized many international scientific conferences, and served on various scientific program committees. She has coordinated and contributed to multiple European and international cooperation projects, fostering strong collaborations with academic and socio-economic partners. Since 2011, she has been President of the « Tunisian Association of Innovative Techniques of Sousse ». She is serving as an elected board member of the « Réseau Méditerranéen des Ecoles d’Ingénieurs et de Management » (RMEIM) for the 2022-2026 term. She also leads the regional office of the Tunisian Association of Women Engineers in Sousse.

 

  

 

Mr. Mohammed Boulmalf

Dean of college I&A, Professor at International University of Rabat

Mr. Mohammed Boulmalf is the Dean of the College of Engineering and Architecture (I&A) at the International University of Rabat (UIR) and a Professor of Telecommunications Engineering. He holds a Ph.D. from INRS-Télécom Montréal and has extensive academic and research experience in wireless networks, the Internet of Things (IoT), and cybersecurity. With more than one hundred scientific publications and over 1,600 citations, he is recognized for his contributions to the advancement of digital technologies and smart systems. As Dean, Dr. Boulmalf leads several strategic initiatives aimed at strengthening engineering education and research at UIR through innovation, international collaboration, and strong industry partnerships. 

 

 Mr. Nicolas Arnaud

Dean and Director of Rabat Business School (RBS)

Mr. Nicolas Arnaud is the Dean and Director of Rabat Business School (RBS) at the International University of Rabat (UIR). He holds a Ph.D. in Management Sciences and an Habilitation à Diriger des Recherches (HDR). Before joining UIR, he served as Director of the Grande École Program and later as Director of Programs at Audencia Business School in France. His academic and professional journey reflects a strong commitment to innovation in management education, strategic leadership, and organizational transformation. As Dean of RBS, Dr. Arnaud is leading the school’s strategic development in alignment with UIR’s Vision 2035, focusing on internationalization, research excellence, and the training of future global business leaders. 

   
 

Mr. Antonin Ricard

Dean and Director of IAE Aix-Marseille

DDr. Antonin Ricard is the Dean and Director of IAE Aix-Marseille Graduate School of Management (Aix-Marseille University, France) and serves as the Treasurer of the Mediterranean Network of Engineering and Management Schools (RMEIM). He holds a Ph.D. in Management Sciences and an engineering background, combining academic expertise with professional experience in industry and entrepreneurship. His research focuses on internationalization strategies, organizational legitimacy, and innovation in management education. Since his appointment as Dean in 2021, Dr. Ricard has led IAE Aix, one of France’s leading public business schools, accredited by both EQUIS and AMBA, toward greater internationalization, academic excellence, and engagement with socio-economic challenges. Through his leadership at IAE Aix and his involvement in RMEIM, he actively promotes collaboration, responsible management, and sustainable development within higher education institutions across the Mediterranean region.

 

 

Mrs. Wiem Zahi

Senior Project Manager

Mrs. Wiem Zahi is a Senior Project Manager with extensive experience in higher education management, international cooperation, and institutional development. She holds a Master’s degree in Higher Education Management and additional training in communication and Islamic finance. Throughout her career, she has led numerous academic and development projects focused on quality assurance, capacity building, and strategic partnerships across universities and public institutions in Tunisia and abroad. Her expertise lies in coordinating multi-stakeholder initiatives, managing donor-funded programs, and aligning higher education policies with international standards. Recognized for her professionalism and leadership, Wiem Zahi actively contributes to fostering innovation, performance improvement, and internationalization within higher education systems.

 

 

Mr. Olivier Boiron

Director of International Relations ECM

Professor Olivier Boiron is a faculty member at École Centrale de Marseille (ECM), where he serves as Director of International Relations and leads the Master of Science and Technology program in “Complex Systems Engineering” as well as the “Environmental Engineering” track. A recognized expert in fluid mechanics and numerical simulation of complex flows, his research focuses on fluid–structure interactions and their applications in engineering and biomechanics. Through his academic and institutional leadership, Professor Boiron actively contributes to ECM’s international outreach, fostering scientific partnerships and dual-degree programs with leading universities worldwide. His work combines scientific excellence, global collaboration, and educational innovation, positioning him as a key figure in training engineers prepared to address the challenges of energy transition and environmental sustainability.

Experienced project manager and expert in educational technology (EdTech)

Emilie Lenel is an experienced project manager and expert in educational technology (EdTech), with more than 25 years of international experience in higher education, digital learning, and pedagogical innovation. Based in France, she combines strong expertise in instructional design and web development to create and manage projects that integrate digital learning environments, open badges, and e-learning platforms. Throughout her career, she has worked on innovative initiatives promoting accessible and inclusive education, including the development of screen-free and image-free educational tools such as the Lilylearn project. Passionate about the human-centered use of technology in education, Emilie Lenel focuses on designing learning solutions that enhance engagement, support lifelong learning, and foster digital transformation in academic and professional contexts.

 

 

Mr. Muhannad Haj Hussein

Dean of the Faculty of Engineering and Information Technology

Dr. Muhannad Haj Hussein is the Dean of the Faculty of Engineering and Information Technology at An-Najah National University in Nablus, Palestine, and an Associate Professor in the Department of Building Engineering. He holds a Ph.D. in Architectural Sciences and Techniques from the University of Bordeaux 1, where his doctoral research focused on the hygro-thermal and lighting performance of residential buildings in the Palestinian climate. His academic and research interests lie in sustainable architecture, energy efficiency in buildings, daylighting, and environmental design. As Dean, Dr. Haj Hussein is deeply committed to promoting innovation and sustainability in engineering and architectural education, fostering international collaborations, and bridging the gap between academic research and the practical needs of the construction and energy sectors in Palestine.

 

 

Mrs. Carole Deumié

Director of École Centrale Méditerranée ECM

Professor Carole Deumié is the Director of École Centrale Méditerranée (formerly École Centrale de Marseille), where she has led the institution since 2019 and was reappointed for a second five-year term in 2024. A physicist by training, she is a graduate of Centrale Marseille (1993), holds the French agrégation in physical sciences, and earned her Ph.D. in optics, electromagnetism, and imaging from Aix-Marseille University in 1997. As a professor and researcher at the Institut Fresnel, she founded and leads the DIMABio research team, dedicated to light diffusion in random and biological media. Under her leadership, Centrale Méditerranée has undergone significant transformation through academic innovation, international development, and the creation of a second campus in Nice. Professor Deumié is recognized for her commitment to responsible education, scientific excellence, and the integration of sustainability and social responsibility into engineering education.

 

 

Mrs. Hazar Rahal

Quality Management System Manager, ENSIT

Hazar Rahal is the Quality Management System Manager (QMSM) at the University of Tunis and a General Administrator for Higher Education and Scientific Research. She leads the university’s quality assurance initiatives and has played a key role in the implementation and ISO 9001:2015 certification of its quality management system, in close collaboration with academic and administrative stakeholders.

 

 

Mr. Tarak Bouraoui

Director, Full Professor at the University of Monastir

Mr. Tarak Bouraoui is a Professor of Mechanical Engineering at the University of Monastir in Tunisia, where he is affiliated with the Mechanical Engineering Laboratory (LGM). His research focuses on advanced materials and smart structures, particularly shape memory alloys such as Fe-Mn-Si and NiTi systems. He has contributed extensively to the study of martensitic transformations, pseudo-elastic behavior, fatigue, corrosion resistance, and thermomechanical modeling of functional materials. In addition to his academic and research activities, Dr. Bouraoui is actively involved in promoting international collaboration, innovation, and quality development within engineering education and research. His expertise and leadership have made him a key figure in advancing materials science and mechanical engineering in Tunisia and beyond.

 

 

Mrs. Emmy Arts

Head of International Relations ECM

Emmy Arts is Head of International Relations Departments at École Centrale de Marseille, where she has helped shape the institution’s international strategy and partnerships for over two decades. She holds a Master’s degree in linguistics and environmental studies, and is currently pursuing a PhD in Sociology of Education at IRD, France’s national research institute focused on global inequalities and sustainable development. Her doctoral research investigates how public policies and university practices shape access to international academic mobility for minority and low-income students in Brazil. Fluent in six languages, she combines institutional leadership with sociological inquiry into the tensions between inclusion and hierarchy in higher education. She also serves as an Erasmus+ expert in France and the Netherlands, coordinates the Latin America Working Group of the Conférence des Grandes Écoles (CGE), and is a member of the EAIE thematic committee Research on Internationalization.

 

 

Mr. Rached Gharbi

Vice President for academic partnerships and strategic development UT

Dr Rached Gharbi is a Full Professor at the École Nationale Supérieure d’Ingénieurs de Tunis (ENSIT), part of the University of Tunis, where he also serves as Vice-President in charge of academic partnerships and strategic development. He has extensive expertise in materials science, industrial systems engineering, and renewable energy. As Head of the Laboratory of Industrial Systems Engineering and Renewable Energies, Dr Gharbi has led numerous research projects and supervised many doctoral theses in collaboration with national and international partners. His leadership focuses on strengthening the links between research, innovation, and engineering education, while promoting international cooperation and quality enhancement within Tunisian higher education. Through his academic and managerial roles, he makes significant contributions to advancing engineering excellence and institutional development in Tunisia. 

 

 

Mrs. Nesrine Zoghlami

Vice President for Academic Programs UTM, Expert ISO 21001

Dr. Nesrine Zoghlami is Vice President for Academic Programs, Training, and Professional Integration at the University of Tunis El Manar (UTM), where she also serves as a Senior Lecturer in Industrial Informatics. She holds a Ph.D. in Industrial Informatics from École Centrale de Lille and a Master’s degree in Telecommunications from the Polytechnic University of Hauts-de-France. Laura Clairet Luciani serves as the Head of Quality and Accreditation at the Aix-Marseille Graduate School of Management – IAE in France. With a solid background in quality engineering, risk management and accreditation processes, she leads the school’s quality assurance and continuous improvement initiatives. Her role involves steering institutional and programme accreditation cycles, ensuring alignment with international standards, and fostering a culture of quality across teaching, learning and governance. Based in France, she contributes to strengthening the institution’s reputation and ensuring its alignment with evolving expectations in the European higher education landscape.

 

Mrs. Ahlem Ben Younes

Director of the Careers and Skills Certification Center (4C) at the University of Tunis

 Dr. Ahlem Ben Younes is an Assistant Professor of Computer Science at the National Higher School of Engineers of Tunis (ENSIT), University of Tunis, and a researcher at the LaTICE Laboratory. She holds a Ph.D. in Computer Science and specializes in Big Data, Artificial Intelligence, and Software Engineering. With extensive experience in academia and leadership, Dr. Ben Younes has served as Head of the Computer Engineering Department and currently directs the Careers and Skills Certification Center (4C) at the University of Tunis. She is also a member of the University’s Scientific Council and actively contributes to quality assurance and accreditation initiatives, including the EUR-ACE and ISO 21001 certification projects . Her research focuses on the modeling and verification of reactive and distributed systems, the development of Big Data applications, and Artificial Intelligence. An IBM-certified Big Data Specialist and active contributor to international academic initiatives, Dr. Ben Younes is passionate about advancing innovation, digital transformation, and skills development in higher education.

 

 

 Mrs. Ibtissam Medarhri

Associate Professor at ENSMR

Dr. Ibtissam Medarhri is an Associate Professor of Applied Mathematics and Statistics at the École Nationale Supérieure des Mines de Rabat (ENSMR) in Morocco. Her academic and research activities focus on the application of quantitative methods, mathematical modeling, and statistical analysis to engineering and industrial systems. She is also actively involved in pedagogical innovation and the development of interdisciplinary programs that integrate mathematics with applied sciences. Dr. Medarhri has contributed to international educational projects such as the MathICs initiative, which aims to enhance mathematics teaching and digital learning in Moroccan higher education. Through her teaching, research, and engagement in academic development, she plays an important role in strengthening analytical and problem-solving skills among engineering students at ENSMR.

Mr. Abdellatif El Ghazi

Director CIP, Associate Professor at Université Internationale de Rabat

Dr. Abdellatif El Ghazi is an Associate Professor (Professeur-Chercheur) at Université Internationale de Rabat (UIR), affiliated with the Higher School of Energy Engineering (ECINE) within the institution. With a strong academic background in applied mathematics, numerical analysis, and computer science, his research spans cloud computing, security in distributed systems, optimization, IoT intrusion detection, and smart environments. At UIR, he serves as a faculty member guiding engineering education and engaging in research that integrates mathematical modelling and computer science for the challenges of the digital age.  Known for his prolific publication record, Dr. El Ghazi is cited nearly 500 times in scientific literature and contributes to international conferences and journals in his fields of expertise. Mrs. Hela Belkhiria Ayadi

Expert in training engineering and quality management in higher education

Dr. Hela Belkhiria Ayadi is an expert in training engineering and quality management in higher education. She serves as the Head of the Management System for Educational Organizations (SMOE) at the National Engineering School of Tunis (ENSIT), where she played a key role in achieving ISO 21001:2018 certification. Dr. Belkhiria holds an engineering degree in Electrical Engineering from the National Engineering School of Monastir (ENIM) and a postgraduate diploma (DEA) in Automation and Production from the Higher School of Sciences and Techniques of Tunis (ESSTT). With extensive experience in pedagogical innovation, curriculum design, and quality assurance, she is recognized for her contribution to the implementation and continuous improvement of education management systems. Her work focuses on aligning academic programs with international standards, promoting competency-based learning, and fostering a culture of excellence and accountability within higher education institutions.

 

 

 

 

Mr. Christophe Guyeux

Professor at the Université de Bourgogne Franche‑Comté (UFC)

Professor Christophe Guyeux is a full Professor at the Université de Bourgogne Franche‑Comté (UFC) and a member of the FEMTO‑ST Institute (UMR 6174 CNRS) in Besançon, France. He holds the French agrégation in mathematics (2001) and earned his Ph.D. in Computer Science from the University of Franche-Comté, Besançon. His work focuses on complex systems, interdisciplinary applications of mathematics and computer science in fields such as bioinformatics, environment, big data, information security, and wireless sensor networks. He has authored around 365 publications and has been cited thousands of times in the scientific literature.

Beyond his research, Prof. Guyeux is actively involved in European research infrastructures: he participates in the EDIH “DEDIHCATED” project co-funded by the European Union and the Bourgogne-Franche-Comté region.

 

Mr. Maher Aidi

International Expert ASIIN, ISO-21001

Dr. Maher Aidi is an international expert in higher education quality assurance, accreditation, and management systems. He holds a Ph.D. in Industrial Engineering from the Institut National Polytechnique de Grenoble (France) and a Ph.D. in Mechanical Engineering from the National Engineering School of Sfax (Tunisia). With over twenty-five years of academic and consulting experience, he serves as an international expert for ASIIN and a certified Lead Auditor and Trainer for ISO 21001:2018, recognized by DEU ZERT Germany, Exemplar Global, and Global Inter Certification (GIC). Dr. Aidi is also qualified in several other international standards, including ISO 9001, 14001, 45001, 29993, and 13485. Throughout his career, he has supported universities, ministries, and organizations across Africa, Europe, and the Arab world in implementing quality management systems, accreditation frameworks, and institutional reforms. As a founding member of the African Quality Assurance Network in Higher Education and a senior consultant for the European Bank for Reconstruction and Development (EBRD), he plays a leading role in promoting excellence, innovation, and continuous improvement in education. Dr. Aidi is widely recognized for his contributions to the dissemination of the ISO 21001 standard and his commitment to strengthening quality culture and governance in higher education institutions.

 

 

Mrs. Lilia Cheniti

Associate Professor, University of Sousse

Mrs. Lilia Cheniti Belcadhi is an Associate Professor (Maître de conférences HDR) in Computer Science at the University of Sousse and affiliated with ISITCom (Higher Institute of Computer Science and Communication Technologies) in Tunisia. She holds an engineering degree from the Technical University of Braunschweig in Germany and a Ph.D. completed in collaboration with the L3S Research Center at Leibniz University Hannover, with a specialization in digital learning and educational technologies. Dr. Cheniti Belcadhi is a leading expert in e-learning, smart learning environments, serious games, semantic web technologies, and digital assessment, with more than 70 scientific publications in these fields. She has led several initiatives on pedagogical innovation, digital transformation, and open education within her institution and across the Maghreb region. Actively engaged in international cooperation networks, she contributes to advancing digital education, promoting open knowledge, and fostering innovation in higher education systems.

 

   Mr. Moncef Ghiss

Head of the Department of Advanced Mechanical, ENISo

Dr. Moncef Ghiss is an Assistant Professor and Head of the Department of Advanced Mechanical Engineering at the National Engineering School of Sousse (ENISo), University of Sousse. His work bridges education, applied research, and institutional development in mechanical and mechatronic engineering. He coordinates the ERASMUS-EMDM project I4DE – Industry 4.0 and Digital Entrepreneurship (No. 101082703) and co-leads Work Package 2 on evaluation and monitoring within WE4LEAD, promoting women’s leadership in higher education. As a member of the Executive Board of the RMEI-M network, he fosters sustainable and intercultural collaboration among Mediterranean universities. He also serves as RMEIM coordinator for the FALSAFA-FSPI project, integrating Sustainable Development and Social Responsibility (SD&SR) into education. His teaching covers fluid mechanics, robotics, vibrations, and numerical simulation. Combining engineering, pedagogy, and ethics, Dr. Ghiss advances inclusive, future-oriented, and collaborative academic ecosystems.

 

 

 Mr. Abdelwahed barkaoui

Head of quality and accreditation UIR

Abdelwahed Barkaoui is a Professor of Mechanical Engineering at the International University of Rabat (UIR), where he serves as Head of the Advanced Mechanics and Materials Division within the LERMA Laboratory, and Coordinator of the Biomechanics and Living Systems Research Team (MeV). He also holds the position of Head of International Accreditations for the College of Engineering and Architecture. He earned an Engineering Degree in Electromechanics from ENIS (Tunisia) and a Research Master’s in Mechanical Engineering from INSA Lyon (France). He obtained his PhD in Mechanics from the University of Orléans (France) and holds two Habilitations à Diriger des Recherches (HDRs) — the first from the University of Tunis El Manar (2017) and the second from Aix-Marseille University (ISM-AMU) on the topic “Modeling in Biomechanics and Mechanobiology of the Osteoarticular System: from Nanostructure to Bone Joints.”

His research focuses on multiscale and multiphysics modeling in biomechanics, bone mechanobiology, and the design of intelligent biomaterials for regenerative medicine. He develops hybrid approaches combining mechanics, biology, and artificial intelligence to predict bone adaptation and remodeling processes, with applications in additive manufacturing of bioinspired prostheses.
